Background of the Study :

Technology-driven innovation is increasingly recognized as a catalyst for economic development. In Abuja, ICT policies implemented between 2010 and 2020 have sought to foster digital innovation, enhance service delivery, and drive economic diversification. Initiatives such as broadband expansion, digital literacy programs, and innovation grants have been introduced to create a robust ICT ecosystem (Okonkwo, 2023). These policies are designed to promote the adoption of advanced technologies, stimulate entrepreneurship, and integrate digital solutions into public and private sectors (Adeniyi, 2024). Empirical evidence suggests that effective ICT policies can lead to significant improvements in productivity, competitiveness, and overall economic growth. However, challenges such as limited infrastructure, cybersecurity risks, and digital skills gaps persist, potentially undermining these benefits. This study evaluates the impact of ICT policies on technology-driven innovation in Abuja by examining innovation metrics, digital infrastructure development, and economic performance indicators. The goal is to provide recommendations for enhancing the ICT policy framework to better support sustainable development and technological advancement (Chukwu, 2025).

Statement of the Problem

Despite ambitious ICT policies, Abuja has struggled to fully realize the benefits of technology-driven innovation. Issues such as infrastructural inadequacies, cybersecurity challenges, and limited digital literacy have restricted the positive impact of these policies on economic development. This gap between policy intentions and real-world outcomes raises concerns about the effectiveness of current ICT strategies. The study seeks to identify the barriers to effective digital transformation and evaluate the impact of ICT policies on innovation and economic performance, providing insights for necessary policy adjustments (Okonkwo, 2023; Adeniyi, 2024).

Objectives of the Study:

1. To evaluate the impact of ICT policies on technology-driven innovation in Abuja.

2. To identify challenges limiting effective digital transformation.

3. To propose recommendations for strengthening the ICT ecosystem.

Research Questions:

1. How do ICT policies affect innovation in Abuja?

2. What are the main barriers to technology adoption?

3. What policy reforms can enhance digital transformation?

Research Hypotheses:

1. H1: ICT policies positively impact technological innovation.

2. H2: Infrastructural and digital skills gaps hinder innovation.

3. H3: Enhanced policy measures improve ICT-driven development.

Significance of the Study (100 words):

This study assesses the role of ICT policies in driving technology-driven innovation in Abuja. Its findings will provide policymakers with actionable insights to refine digital strategies, bolster innovation, and support sustainable economic development through technological advancement (Chukwu, 2025).

Scope and Limitations of the Study:

The study is limited to evaluating ICT policies in Abuja from 2010–2020, focusing on innovation and economic performance indicators. Limitations include data availability and rapidly evolving technological landscapes.
